Q: Is it permissible to call a prospect during your designated week and have a conversation and then call back either later that day or later in the designated week and leave a voicemail?

A: No, once you use your one phone call you cannot call back regardless if you are only leaving a message.

Q: A student-athlete on my team is receiving an outside scholarship. I did recruit the student-athlete to attend Baylor; however he/she is not receiving an athletic scholarship. Can his/her acceptance of the outside scholarship affect my NCAA team limitations?

A: An outside scholarship can count against your team even if the student-athlete does not receive an athletic scholarship. Since the student-athlete is recruited, an outside scholarship in which the major criterion of the scholarship is athletics will be counted against your team and treated like an athletic scholarship.

Q: When does the 48 hour clock start on an official visit?

A: The 48-hour period of the official visit begins at the time the prospective student-athlete arrives on the institution's campus.

Q: Is it permissible for a prospective student-athlete to travel on the team bus with student-athletes and coaches subsequent to an institution's away from home competition in order to go to the institution's campus for an official visit?

A: It would be impermissible for a prospect to travel on the team bus with student-athletes and coaches subsequent to an institution's away from home competition in order to go to the institution's campus for an official visit. This would be impermissible per Bylaw 13.02.5.1-(a) since the student-athletes on the team will have an off-campus, in-person recruiting contact with the prospect as soon as the prospect boards the bus at the away-from-home competition site.

Q: Is it permissible to take a recruit to the Baylor School of Nursing in Dallas (and only those facilities), so long as the travel and viewing of the facilities is accounted for within the 48-hour limitation for the official visit?

A: Yes, per Bylaw 13.5.1, an institution would be permitted to provide transportation for a prospect on an official visit to view the Baylor School of Nursing, located outside the 30-mile radius, since the Baylor School of Nursing is considered an institutional facility.

Q: Can a coach hand deliver the National Letter of Intent (NLI) to a prospect while the prospect is on Baylor's campus?

A: Yes. NCAA bylaws specifically prohibit in-person, off-campus delivery of the National Letter of Intent. However, the NLI may be hand delivered to a prospect that is on Baylor's campus provided it is not during a dead period. Remember, the prospect may only sign an NLI during the permissible signing period.

A: During a dead period it is ONLY permissible for an institutional staff member to write or telephone prospective student athletes.

Q: Once a prospect has signed a National Letter of Intent with Baylor University, is it permissible for a Baylor coach to contact and call that prospect at any time?

A: There is no limit on the number of telephone calls that maybe made to a prospect subsequent to the calendar day on which a prospect signs an NLI with Baylor.

Q: When is the NCAA increasing the number of required core curriculum courses for incoming prospective student-athletes to meet NCAA initial eligibility requirements?

A: The NCAA will require those prospective student-athletes first entering a collegiate institution beginning fall 2008 to have completed 16 units of core course work during high school (an increase from the current requirement of 14 units).

Q: Who may pick up a prospective student-athlete when he or she flies in for an official visit?

A: Any member of an institution's athletics department staff may provide ground transportation for a prospective student-athlete and the prospective student-athlete's parents or legal guardians between campus and the airport. The NCAA staff has determined that it is permissible for a volunteer coach, undergraduate coach, or graduate assistant coach to utilize an institutional automobile to transport a prospect from the airport nearest campus when the prospect makes an official visit.

Q: Must a student-athlete earn at least six credit hours in the previous regular academic term of full-time enrollment to be eligible to compete in the following term?

A: Yes. A student-athlete must successfully complete at least six semester hours in the previous regular academic term of full-time enrollment to be eligible to participate in the next regular academic term. This rule applies to all student-athletes enrolled full-time, including transfers.

Q: Is it permissible for a spouse of a coach to have contact with a prospect?

A: It is permissible for a spouse of a coach to have on-campus contact during either an official visit or unofficial visit, and it is permissible for a spouse of a coach to have off-campus contact with a prospect on their official visit. It is also permissible for the spouse to attend the prospect's competition as long as the spouse is not performing an evaluation, no contact is made between the spouse and the prospect or the prospect's parents, and Baylor has not paid for the spouse.
